I have a question about a boy?

so i know this guy we have alot of history but we've gottten into it numerous times anyways i seem to always be the one to apologize when he or i have done something wrong we use to always cuddle and text but know its likes he's afraid to get close to me when i wanna be there and be friendly he doesnt want to be othered and runs away but when i dont want to be bothered he wants to be bothered and get close what am i suppose to do i've said sorry so many times to him but he doesnt want to hear it anymore but the thing about it is he's always been the one wrong i just said sorry so we can stop fussing what do i do
